1 Introduction

During the past month the latest issue of the SCP Standard version 1.3 published CEN document CEN/TC 251/N02-015 (Date 2002-03-11) has been reviewed by BIOSIGNA and FORTH and another set of experiments for generation of SCP compressed records of the reference ECGs given in the standardisation documents has been performed. Results of these experiments have led to the edition of this document.

The critical review and the implementation work have shown that some further corrections, comments and recommendations could be helpful for the implementation of the SCP standard.

Comments and remarks will first be given on the normative part following the sequence of sections. Since the majority of questions came up regarding the compression, comments and remarks of this issue will be given after that text.

The reader of this document should be familiar and have available the text of the CEN/TC 251/N02-015 document and Part I of our document "How to Implement SCP, Part I".

Please note: There is at present a broad discussion on the specification of the communication and the use of a variety of other communication mechanisms. Since there might come up a new proposal, as a result of IEC standardisation work, this issue is not addressed in this part of the document.
